Emission Reduction Program

Welcome to the Wyoming Department of Environmental Quality’s Emission Reduction Program.   

This program applies funding from three different sources – Diesel Emission Reduction Act (DERA) funds, Pinedale Anticline Project Office (PAPO) funds, and Volkswagen Settlement funds – to provide incentives for projects that make direct emission reduction impacts in Wyoming.  

The State of Wyoming Department of Environmental Quality (DEQ) is accepting proposals for projects that will mitigate nitrogen oxide (NOx) emissions through the categories of Eligible Mitigation Actions established in DEQ’s Volkswagen (VW) Mitigation Plan, which was finalized in January 2018. Project candidates are applying for mitigation funds resulting from the settlements between the Volkswagen Corporation and its subsidiaries, the United States, and the State of California; the State of Wyoming is anticipating access to $8.125 million in mitigation funds.

The purpose of this RFP is to provide applicants with information about how to apply for funds and the evaluation criteria with which applications will be scored. All project applicants will receive fair and equal consideration.

The project period begins January 11, 2019. Applications must be submitted by March 31, 2019. There is $750,000 of available funding for this project period.

  1. DERA – School Bus Replacement Program 
     - DEQ will fund 25% of replacement costs

     - $1.2M available for funding school bus replacements
     - Applications will be accepted through October 31, 2018. The School Bus Replacement Program will conclude November 1, 2018. 

  2. VW – Volkswagen Settlement Funds
     - RFP is currently in development and is projected for a Fall 2018 completion
     - Check back for updates on the RFP
     - More information is available on the mitigation plan
