LaBarge Carbon Capture Project
On January 13, 2020, Exxon Mobil Corporation (Applicant) filed an application under Section 109 (as a contested case) with the Wyoming Industrial Siting Council. The application to Council is for a permit to construct and operate the LaBarge Carbon Capture Project approximately 33 miles northeast of Kemmerer, Wyoming. The Applicant proposes to construct a fully operational carbon capture, sales and disposal project. The primary components of the project will include 1) additional equipment at the Shute Creek Gas Plant in Lincoln County, 2) additional equipment at the CO2 Sales Facility in Sweetwater County, 3) construction of the CO2 disposal well (SC 5-2) in Lincoln County, and 4) construction of the non-jurisdictional 9-mile CO2 pipeline in Lincoln County. The Shute Creek Gas Plant and CO2 Sales Facility are on ExxonMobil property and the CO2 disposal well and pipeline will be located on Bureau of Land Management (BLM) owned property. Construction is anticipated to commence in Q3 2020 and be completed by the end of 2022. Construction manpower is anticipated to peak at an estimated 388 workers in August and September 2021. A hearing regarding this application is scheduled for April 9, 2020, in Kemmerer, Wyoming.
