In order to assist local governments in determining whether their local landfills were leaking and polluting groundwater, Wyoming's state lawmakers appropriated funding for monitoring networks that assist with the process.
In 2006, the Wyoming Legislature set aside $7,970,000 to help local government entities fund the installation of monitoring networks, and in some cases pay for monitoring, to determine if their landfill has polluted groundwater. This legislation was supported by the Wyoming Solid Waste and Recycling Association and the Citizen’s Advisory Group on Solid Waste.
