Episodic Events

  1. What is “episodic waste generation”?

    This is a waste generating activity, planned or unplanned, that does not occur as part of normal business operations and causes an increase in the amount of hazardous wastes generated in that month in excess of the VSQG or SQG generator’s usual generator status limits.
  2. What is a Planned vs an Unplanned event?

    A planned event, is an event that is known to occur and is planned for as part of operations, such as lab inventory clean outs, tank cleanings, equipment maintenance or expired/off-spec inventory removal.

    An unplanned event causes wastes to be generated from incidents such as product recalls, process upsets, damaged equipment, or storm events.
  3. How many episodic events can are allowed in a calendar year?

    A facility can have one planned and one unplanned event within a calendar year.  A facility would have to submit information to the state for approval for any second waste generation event. Any additional exceedances of waste generation volumes would require a facility to update their generator status.
  4. Are there any reporting requirements for an episodic event?

    Yes. Planned events must be reported to the WDEQ ICP program 30-days PRIOR to the event being conducted.  Unplanned events need to be reported within 72 hours of the start of the event.
  5. How do I notify WDEQ ICP of an episodic event?

    Notification is done through a myRCRAaide account in RCRAInfo and completing form 8700-12 Episodic Event Addendum. You will have to register for a myRCRAaide account if you do not have one.
  6. What other requirements are there for episodic events?
    • Your business must be registered within RCRAInfo and have a valid EPA ID number. To obtain an EPA ID number, complete form 8700-12 and submit via myRCRAaide or to WDEQ ICP RCRAInfo contact, Charles Plymale via email: charles.plymale@wyo.gov.
    • Document the event including event duration, types and volumes of hazardous wastes generated.
    • Containers must be labeled as Episodic Hazardous Waste and include the date the event started and indication of the contents.
    • The event duration cannot exceed 60-days, all waste must be generated and removed within the 60-day period.
    • A hazardous waste manifest is required.
    • Records pertaining to the event must be kept for 3 years.
  7. Is there a fee associated with an episodic event?

    The WDEQ SHWD does not assess a fee for episodic events.
