Kimber Wichmann is the Management Services Administrator for the Wyoming Department of Environmental Quality. In this position, Kimber oversees the Administration division that consists of the DEQ's budget, reclamation and construction bonds, accounting operations and processes, information technology, as well as the operations of DEQ facilities associated with the business headquarters in Cheyenne, Wyoming, and the field offices located in Casper, Lander, Sheridan, and Pinedale.
Kimber has a Bachelor’s Degree with a double major in Economics and Political Science from The Colorado College and a Master’s in Business Administration from the University of Phoenix. She has served as an expert financial witness numerous times with the Wyoming Office of Consumer Advocate, and for the Wyoming Industrial Siting Division in contested case proceedings. She has over 20 years of experience with establishing and optimizing business processes using economic and statistical data and over 12 years of experience specific to Wyoming government regulations and the oversight of the financial stability of large corporate companies associated with energy and the Wyoming industry. For the past 5 years, Kimber has been invited to Instruct on reclamation bonding on behalf of the Office of Surface Mining and Enforcement. In her free time, Kimber enjoys exploring the outdoors in Wyoming and fishing for walleye in Glendo Reservoir with her family. Kimber’s husband of 26 years is a biologist and also works in state government. They have two children – their daughter is a microbiologist in Colorado, and their son is in boot camp for the US Marines.
