Electronic Documents Submittal

In response to the Governor's request to limit contact and the move toward staff working remotely for the near future, the WDEQ Water Quality Division (WQD) has made electronic document submittal available. This includes permit applications, response to comments, reports, and other communications. Forms have been set up for individual WQD Sections (Watershed, WYPDES, Groundwater, Water/Wastewater), and a form is also available for general WQD submittals. Please choose the appropriate form from the list of links below to upload your documents. If submitted electronically, no hardcopy is required to be submitted unless you are contacted by a WQD Section Manager with a request to submit the hard copy. Please note that the Water Quality Division is unable to accept comments on documents in public notice via these forms. Please refer to the public notice for instructions on how to submit comments.

NOTICE: Effective November 23, 2021, all permits to be submitted for water distribution systems and/or sewage collection systems that are within the Cheyenne Board of Public Utilities (BOPU) district shall be submitted to the BOPU for approval.  BOPU contacts are Frank Strong or Bryce Dorr at (307) 637-6460, ENGreview@cheyennebopu.org, or www.cheyennebopu.org for additional information.

Proposed Rules and Regulations

Water Quality Rules Chapter 12

Water Quality Division will present revisions to Water Quality Rules, Chapter 12, Design and Construction Standards for Public Water Supplies, to the Water and Waste Advisory Board at a special meeting on May 3, 2022, beginning at 9:00 a.m. The public comment period for the proposed rule changes ended March 15, 2022. The WWAB will not receive additional comments at the May 3, 2022 meeting. Individuals may contact Keenan Hendon at (307) 777-7075 for questions on the Water Quality Rules Chapter 12.

Water Quality Rules Chapter 3

Water Quality Division will propose revisions to Water Quality Rules Chapter 3, Regulations for Permit to Construct, Install or Modify Public Water Supplies, Wastewater Facilities, Disposal Systems, Biosolids Management Facilities, Treated Wastewater Reuse Systems and Other Facilities Capable of Causing or Contributing to Pollution at the Environmental Quality Council hearing held on June 14, 2022. Water Quality Division will accept written comments for Chapter 3 beginning April 14, 2022, and ending at 5:00 p.m. (MST) on May 31, 2022. Written comments should be sent to the Wyoming Department of Environmental Quality, 200 W 17th St, Cheyenne, Wyoming, 82002. Electronic comments may only be submitted through and accepted by the WDEQ comment portal provided at http://wq.wyomingdeq.commentinput.com/. Water Quality Rules Chapter 29

Water Quality Division will propose a new chapter to the Environmental Quality Council at a hearing held on June 14, 2022. Water Quality Rules Chapter 29, Geologic Sequestration Special Revenue Account Requirements, identifies fee and timing requirements for Underground Injection Control Class VI well owners, operators, and permittees that are required to contribute to the Special Revenue Account created by Wyoming Statute § 35-11-318. Water Quality Division will accept written comments for Chapter 29 beginning April 14, 2022, and ending at 5:00 p.m. (MST) on May 31, 2022. Written comments should be sent to the Wyoming Department of Environmental Quality, 200 W 17th St, Cheyenne, Wyoming, 82002. Electronic comments may only be submitted through and accepted by the WDEQ comment portal provided at http://wq.wyomingdeq.commentinput.com/. Recent General Permit Authorizations

The DEQ Water Quality Division accepts comments on all permits authorized under a general permit for a period of 30 days, as provided for in W.S. 35-11-801(d).

Interested persons may mail or fax comments to the main Cheyenne office. The ‘Date’ column in the table below indicates the date the authorization was posted to the website. Comments must be received before 5:00 pm on the 30th day after the authorization was posted to the website. For example, comments for an authorization posted on 10/1/18 must be received by 5:00 p.m. on 10/31/18. DEQ does not accept emailed comments.

You may sort the table by posting date or search for the type of general permit, the county where the permit was issued, the permit number, or the name of the person or company to whom the permit was issued.
