Inspectors and inspections performed in public and commercial facilities are governed by the Environmental Protection Agency's Asbestos School Hazard Abatement Reauthorization Act (ASHARA) and the accompanying federal regulations. Federal regulation requires that a trained Asbestos Building Inspector performs inspections of public and commercial facilities before the start of a renovation or demolition project. The Asbestos Building Inspector should be able to provide you with a copy of their current training certificate.
There is no registration or licensure program in Wyoming, and for that reason, there is no list of trained Asbestos Building Inspectors in this state. To find trained Asbestos Building Inspectors from Wyoming, we suggest that you search yellowpages.com under the keywords "asbestos detection" or "asbestos removal" in larger cities close to the location of your project. In addition, the states around Wyoming, except for Idaho, have registration and licensure programs, and you may be able to locate an Asbestos Building Inspector in another state that would be willing to perform inspections in Wyoming.
Please be aware of the potential for conflict of interest if you hire someone from an asbestos abatement firm to perform an inspection or collect samples.
A thorough asbestos inspection is only required to be performed in the portion of the facility where the renovation or demolition work will occur. If samples are collected for testing, the inspection report should indicate which materials contain asbestos and their locations in the facility.

Private residences can contain just as many asbestos-containing building materials as public and commercial buildings. Wyoming's asbestos regulations do not require homeowners to obtain asbestos inspections in private residences prior to renovations or demolition, unless the renovation or demolition activity is being performed to allow the property to become public or commercial. Nevertheless, we strongly recommend that you hire a trained Asbestos Building Inspector to collect samples and test any suspect material prior to disturbance.

Demolition means the wrecking or taking out of any load-supporting structural member of a facility together with any related handling operations or the intentional burning of any facility.
Facility means any institutional, commercial, public, industrial, or residential structure, installation, or building (including any structure, installation or building containing condominiums or individual dwelling units operated as a residential cooperative, but excluding residential buildings having four or fewer dwelling units); any ship; and any active or inactive waste disposal site. For the purposes of this definition, any building, structure, or installation that contains a loft used as a dwelling is not considered a residential structure, installation, or building. Any structure, installation or building that was previously subject to this section is not excluded, regardless of its current use or function.
Regulated Asbestos-Containing Material (RACM) means: (a) Friable asbestos material, (b) Category I nonfriable ACM that has become friable, (c) Category I nonfriable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or (d) Category II nonfriable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations regulated by this subpart.
Renovation means altering a facility or one or more facility components in any way, including the stripping or removal of RACM from a facility component. Operations in which load-supporting structural members are wrecked or taken out are demolitions.
