Guidelines

This tab contains the Land Quality Division's "Guidelines" for coal and non-coal operations.  The following is a break down of which Guidelines apply to what type of operations (coal, non-coal or both):

  • Coal Operations: Guidelines 6A, 6AR, 9, 13, 14, 18, 20-23 and 25;
  • Non-coal Operations: Guidelines 2, 4, 6, 12A, 16 and 19; and 
  • Both Coal and Non-coal Operations: Guidelines 1, 1A, 3, 5, 8, 10-12, 15, 17 and 24.

Guidelines are based upon applicable provisions of the Environmental Quality Act, LQD Regulations and they contain statements of LQD policy and preferred procedures.  Except for specifically referenced statutory provisions and regulations guidelines are not subject to rulemaking procedures and are therefore not to be interpreted as regulatory requirements.  The documents below are guidelines only and should not be interpreted by permittees, interested parties, DEQ/LQD staff or other local, state or Federal governmental agencies as mandatory.

**  Please note that Guideline 1 is currently under revision but the information regarding overburden remains applicable until the completion of Guideline 1B.  Sections regarding topsoil and subsoil have been superseded by Guideline 1A and the information contained in Guideline 1 should be disregarded for those sections.  Guideline 1A may be viewed below.

MIDAS

MIDAS is the Land Quality Division’s (LQD) electronic permitting portal that is used to submit and review applications, upload and view reports, and view data and correspondence. MIDAS was designed to enhance the efficiency and consistency of the LQD permitting actions and to provide a user-friendly interface for operators to submit and view information about their permits.

MIDAS Training

Although MIDAS is relatively intuitive, some features and workflows may need to be explained to fully understand the best way to use the website. Below is a series of training resources that cover all of the different tools that MIDAS offers.

MIDAS Annual Report Upload

Authorized MIDAS users have the options to electronically upload their annual reports through the MIDAS website. After a user is registered with a MIDAS account, they will be able to upload an annual report for permits that their account has access to, as well as view and respond to annual report review comments. This option provides operators a more efficient way to submit their annual reports, saving time and shipping costs.

User benefits include:

  • Increased efficiency for operators in permit application, preparation and the submittal process.
  • Greatly reduced cost of application preparation through elimination/reduction of paper and copying costs.
  • Increased efficiency in application review, permit processing and document management.

MIDAS functionalities include:

  • Viewing all data and documents that LQD tracks about an operator’s permit.
  • Annual Report uploading, reviewing and status tracking.
  • Permit application status tracking.
  • Permit viewing by other State and Federal agencies (as permissioned by LQD).

Individual MIDAS users gain access to the e-permitting system after obtaining authentication credentials from the State of Wyoming, DEQ, and LQD. It is a simple, but secure process.
