General Industrial Storm Water
This page contains documents related to the Industrial General Permit (IGP).
Certain industrial facilities are required to seek coverage under the general industrial storm water permit. Facilities most commonly covered in Wyoming are most mines (mineral mines are covered under the mineral mining permit, see above), facilities that produce cement products, many wood product facilities, airports, junk yards, and scrap recycling facilities. Coverage is based on the facility’s Standard Industrial Classification (SIC) code.
Please note that the general industrial storm water permit is not available to facilities where storm water runoff has the potential to discharge to class 1 waters. Facilities may apply for coverage under an individual storm water permit.
WDEQ issued a General Permit for Storm Water Discharges Associated with Industrial Activities (IGP) renewal, effective June 1, 2023 and expiring May 31, 2028. The deadline for submission of renewal application forms and fee payments was July 31, 2023. To maintain existing coverage for your facility (or facilities) under the new IGP you must re-apply. If you have not yet submitted your renewal form/fee, please do so as soon as possible. Failure to submit a renewal application shall result in permit coverage termination. If you no longer require IGP permit coverage for a particular facility, please submit a Notice of Termination via our Electronic Documents Submittal portal above. If you have questions, contact us via email to both of the following addresses: anita.rehner@wyo.gov and katy.sprouse@wyo.gov. Make sure to include your WYPDES permit authorization number(s) (starting with ‘WYR00’, followed by 4 unique digits) and facility name(s) in your email so that we can better assist you.
Applicants for new IGP coverage must use the Notice of Intent_2023 posted on this page and follow the instructions within it.
We are currently processing the renewal applications received since June 2023. We anticipate that this process will continue at least through January 2024. If you have concerns about the renewal for your facility, please contact us via the email addresses listed above.
Beginning July 1, 2013 payment of permit fees for individual permits and general permit authorizations are required to be submitted with the permit application or NOI form. All storm water authorizations have variable fees that must be calculated depending upon the NOI date. The “Fee Calculator” should be used to determine the proper amount to be submitted with each NOI. Checks should be made out to the “Dept. of Environmental Quality, Water Quality Division.

The option to mail or hand-deliver the renewal form with a check payment will still be available, but electronic submission and payment will ensure faster processing.

- WYPDES permit fees were raised on July 1, 2020. Fees for storm water permits changed from $100 per each 12-months to $200 per each 12-months. The maximum fee will be $1000 for a five year term. All WYPDES permits are affected whether storm water or discharge permits. Permit fees cannot be pro-rated for partial years. Visit our fee calculator. (December 28, 2020)
- As of Spring 2023, WDEQ's Wyoming Information Management System (WYIMS) is the preferred method for submitting and managing storm water applications, both new and renewals; transfers; modifications; terminations; and permit contact changes.
Additional information on how to use WYIMS is available below and under the Storm Water Guidance Documents” tab. Visit https://wyims.wyo.gov/ncore/external/home to create an account and set up new sites or request access to existing sites. Each user must create their own account and, within that account, claim all sites that they would like to access.
